A permanent residency permit, also known as a permanent resident card or green card, is a document that allows a foreign national to live and work in a country permanently. It grants the individual the right to reside in the country indefinitely, without the need for a visa. Permanent residency permits are typically issued to individuals who have met certain criteria, such as having family ties, employment opportunities, or refugee status in the country. **

Teachers being subject to a residency requirement can have both advantages and disadvantages. On one hand, requiring teachers to live in the community where they teach can help them better understand the needs and challenges of their students, leading to more effective teaching. On the other hand, a residency requirement may limit the pool of qualified teachers available for hire, especially in areas with high costs of living. Ultimately, the decision to implement a residency requirement for teachers should be carefully considered, taking into account the specific circumstances and needs of the school district. **

Germany does not hold a permanent residency lottery like the USA because its immigration system is based on different principles. Germany prioritizes skilled workers and professionals through its immigration policies, such as the Blue Card program, which is designed to attract highly qualified non-EU citizens to work and live in Germany. Additionally, Germany's immigration system is more focused on family reunification and humanitarian protection, rather than a lottery-based system. The country also has a points-based system for skilled workers, which differs from the random selection process of a lottery. **

Yes, a Syrian with permanent residency in Germany can bring his fiancée to Germany through the family reunification process. The Syrian resident would need to meet certain requirements, such as having stable income and suitable housing, and the fiancée would need to apply for a family reunification visa at the German embassy in Syria. Once approved, the fiancée can join the Syrian resident in Germany and eventually apply for her own permanent residency. **
